The rules will hopeful be rewritten soon. But basically:
ANY modification of the game's files is forbidden. (editing the settings.xml file to remove shadows is allowed but should be avoided)
Additionally, using a modded online character to gain an advantage-such as through fast run, modded vehicles, unlimited snacks/armor-is forbidden.
The use of macros/scripts DURING a speedrun is forbidden.
You may rebind keys outside of the game as long as those keys only do one action for one input (1 to 1).
what if I had max a 10 million snacks per selection and 10 million armors per each category and I have fast run of my character would you mods have a script removing all of this?

Having 10 million snacks and armour is essentially unlimited.
You basically have unlimited snacks, you get full amount every time you start a mission.
@woruAU its very vague at best cause all current versions of gta has the ability of infinitely replenishing snacks after each mission of setups and the comment was particularly made for a moderator to comment ps I don't think someone should have to restart gta all over again whether they have millions of snacks and armor or fast run or custom moded vehicles that are purely cosmetic if that was the case who would want to be speeedruning players wouldn't want to restart gta or repurchase gta on pc or console or reset account it wouldn't be fair to those who can't modify the account from what it is already
Firstly, @TazFridge no, I will not help you mod your game so you can speedrun; you're probably fine as long as you don't have fast run, and if you're concerned that you are using it then just make a new second character for speedrunning.
Secondly, @WookiesLA420 and @NightOwl606 quit being disingenuous; there's no way both of you don't know what I mean. Sure, I could have added a bit more context, but I thought I didn't have to since I'm clearly referring to modding. I mean, seriously, I started a new sentence with "additionally" after my last sentence was "ANY modification of the game's files is forbidden". I thought it would be clear enough to understand because to get to that point you'd have to be knowingly and actively modding as the game will reset your snacks and armor if you go over the max standard limit (that is once you leave to story mode). I'm not sure if that's the same for console, but I wouldn't be surprised if it is.
Thirdly and finally, @NightOwl606 even if you got to any of those points, I would have a really hard time believing that you would not have enough money to make a second character to speedrun. And, I never claimed that you needed to restart GTA Online or buy the game again because you don't have to.
And now, I'm gonna be as disingenuous as you and Wookies are by saying that using an obscene amount of snacks and armor, as well as fast run, is not "purely cosmetic". Then, I'm gonna leave out the fact that you're clearly referring to modded vehicles. And then, when you reply to me, I'm gonna claim that you obviously meant snacks, armor, and fast run because you didn't add commas. That is effectively what you guys just did there but far better. Also, if that is true that modded vehicles is indeed "purely cosmetic" then I will gladly remove it.
