Since yesterday I have been trying to sumbit a 8 minutes run on glitchless extreme door% but it always says "Rate limited. Please try again later."

That is an issue with the site, and it's meant to stop spam. But it doesn't seem to like new accounts that much.

Try waiting a day or try again in a few hours and you should be allowed to submit a run. And this is an issue that a lot of new accounts are experiencing sadly.
