Since a lot of other games have something called green runs (a restriction to do any% with a major holdback), why not have a green run where you only use, for examples RTGs and QT-RTGs for power, only Sun or Wind energy, etc...
We do have No Major Glitches (NMG) which functions as "Any% without a lot of difficult speed tech"... but it does sound like you're specifically asking for something new.
I've personally completed a run without digging with the terrain tool which was quite fun! I'd recommend it as a personal challenge.
