I seem to recall Hiking Boots being banned in the rules at one point, but they aren't anymore. So were they banned at one point or is my memory wrong?

This really should be in the main rules (it's currently only in the category extension rules), but what "beating Red" is defined as can be found here, on the PSR wiki. Quoting the wiki:
For glitched categories, the following are the common requirements that must be met to qualify as "beating the game": (a) Being in Mt. Silver on the map Red is in. (b) Talking to Red and running his unaltered NPC scripts until the credits roll.
This ruling mainly stems from MrWint's Pokémon Gold Coin Case TAS, which laid out the specific justifications why the above is what counts as beating the game.

also, I didn't know the pdf had detailed information on the process, so I'll check that out. original strongholdfinder's 2nd throw location is only 500 blocks away from the first throw (at an angle), so you can possibly use that. finding the exact point of the stronghold isn't as useful because the eye leads to the starting staircase anyway, so you're really only trying to intersect the stronghold.

- is there a way to configure it so it only takes the intersection of 2 throws
- how is the second throw location calculated?
