Apparently the ingame time at the start is the random factor, it's not always the same. You need an early start to still have morning light for the frost region. If you always use the same late-start-save, you will never have luck.

No, i did not use any mod. At first i thought the visibility is always so bad at daylight, that's why i chose to sleep to the evening. But it's not always the case, seems random to me. I find it quite irritating, that my run was dumped on unjustified suspicion without consulting me.
