For as memey as this category is, as of right now, the rules are to do it intended. Since the category is named Pole in Hole% (I literally didn't know I messed up the name, but I'll leave it), glitching in the pipe would not be worthy of the run.
What's stopping you from developing your own? Would love to see your own attempt first, and see if others join. However, arguments like banning frame-perfect techniques that aren't really glitches is a hard thing to enforce.
In the case of reliability, clone consoles like the kind mentioned in the link, are recreations and differ greatly in performance. Sometimes for the worse, sometimes giving players an edge in the speedrun. Generally, these should be avoided. You can always make a case, and help with the research into the speed of the console.
However, there are systems like the consoles from Analogue like the Super NT, which are FPGA's. These chips are programmed to emulate a system, but in a way that it's pretty much 1:1 in performance to the real consoles. (as long as you use default options and don't abuse save states and the such). Do check with the community. Edit: I love how my description of an FPGA uses words that should usually disqualify them, but in reality they do
For flash carts: while 9/10 times this enables piracy, it also opens up other things like romhacks, access to games that are either insanely rare/expensive or practice roms. And savestates for practice. Flash carts offer no real benefit to Speedrunners while doing actual runs, and are generally allowed. As long as you don't use the features mentioned above normal consoles usually don't have.

Currently, the only IL-categories we have are trophies related, and all 4 mobile-exclusive stages, this includes Buck to School, does not have them.
I do however have the "All Quests" for you in the full-game categories portion of the boards.
Also for the fact that it'd make a lot of unused space in the middle, as well as keeping the site readable on mobile.

That could be added as an IL actually. But not as a full-blown category, that's silly.
Do you have access to a different computer? Because then you might be able to use your chromebook as a console and connect it with a capture card (assuming you have an HDMI out port) to a pc.
If not, I can understand the reasoning of using a chromebook more, but still.
Try letting your GPU encoding the stream. That should relieve strain on your emulator.
But.... you really got a system from 2010 (really), I think that might also need some consideration.
You'd still need 175 illuminati points to even access the farmer. The questing beforehand isn't there for show.
I don't know how YouTube exactly works, but make sure that your video is in a video that's permanent on your YouTube account .
On Twitch, if you have turned on to store past broadcasts, they get deleted after 14 days. But if you highlight something, it'll never get deleted.

Uhh... You are assuming recording software has timers in them. This is not the case.
As for timers; everything would do, but most people use livesplit as it has cool speedrun features, such as milliseconds. And personally, I use scrcpy to mirror my phone screen to my computer so I can capture that. Enjoy :)

To answer your questions directly A) You don't need a capture card per se for speedrunning. Pointing a webcam at the screen is okay enough. B) If you don't know how to use OBS (and by extension any other streaming software), there are a million guides on YouTube that can help you forward.
But, this assumes that you want to compete on the leaderboards. You don't necessarily need this to speedrun, you can do it offline in the comfort of you just doing it in your room. However, to have your name on the leaderboards, you do need to show proof of your skill, and do need the above. But don't think that speedrunning REQUIRES a capture card and OBS knowledge and so forth.
Hey, I just checked it out For the 117% categories, the idea is the same. From what I can see in vods, the runs are basically the same.
You need 15k gems to get into Super Bonus Round, and 20k to be able to fight the sorceress. Why this was written differently, I do not know. But it's not "fight the sorceress".
