We've decided to accept your run, since it was recorded before the rules were set in stone but for the future ones piease include a full restart of the game in the video. Also, going afk does not pause the timer, so your full attempt was retimed accordingly. Nevertheless, good job with finishing such a long run!

No. This doesn't fit on the game's main leaderboards and for now we're not planning to create category extensions for it either.
Since we don't have many console runners in general (let alone active ones), I think the category separation is not necessary, at least for now. Nonetheless, feel free to run the game regardless and maybe snatch those "console best" bragging rights for yourself! :D
Rules say that "PC runs use the Loadless timing convention" - it should be in the runner's best interest to make sure that the load remover works correctly before going for an attempt.
Once we start making exceptions in that regard, it may spin out of control and cause comments like "You've accepted X's run RTA, why wouldn't you accept mine? I didn't bother with setting up load remover cause it seemed too hard for me".
In my opinion you're kinda blowing the whistle, considering that the runner himself doesn't seem to be bothered by the rejection as much as you do.
You put out a lot of points, so let me just answer them 1 by 1.
The run was rejected cause the loadless timer didn't work correctly - if you use an unsupported resolution for the load remover, it pauses the timer on the "mission completed" screens, which is not supposed to happen, thus making the run faster than it was in reality.
On the topic of manual load removal - it's not gonna happen. I don't think you understand how much time would it take to count every single load in a 1h or a 3+h run. We, as moderators, only volunteer to run the leaderboards, we don't get paid for it. We have our own lives, jobs, studies and it's sometimes hard to find enough time to just verify a run, let alone retime it. And on top of that, most of us moderate other games as well, so it's not like we're only sacrificing our free time for SR3.
I retimed your runs while verifying them cause you've started/stopped the timer incorrectly, I haven't removed any loading times from them.
As you've said yourself, console runs will never be competitive and properly comparable against PC ones cause of other factors aside from load removal. That's why we've decided to just let them be measured in real time, like most other leaderboards do, since making separate categories for them when there's barely any runs doesn't exactly make sense.
My opinion's the same in most cases like this one - if you find a potential category interesting, make a run of it first and then we can figure out if it should be added to the boards ;)
I'm personally not a fan of gwent% - I love the minigame but imo it would make a very tedious run.
The fact that the file you've specified is in a different directory does not mean it's not a game file. And no, it's not gonna be permitted to modify, the one that the rules mention is sufficient enough to remap the keybinds.
No, they're not. I thought the current ruleset was clear enough about stuff like that but just in case I'll append it about scripts and macros.
For now the game doesn't have an autosplitter, only a load remover.

We've already talked it through on discord - it's very unlikely that the category is gonna end up on the leaderboards. First of all, the concept may sound funny but it's slightly controversial (for obvious reasons). Additionally (and that's mostly my opinion) it's just not that fun to do overall - since the first place you could finish a run in is Novigrad, the run itself is just Prologue% with extra steps and the meme here is imo not good enough to compensate that.
First rule of speedrun.com leaderboards - don't make too many categories with only few people running the game, so that most of them won't be empty. Find, let's say, at least 2 people that are willing to do a run, then suggest the category :)
As of me personally, I don't find them super interesting unfortunately :/
Hello, I'd like to replace a current series mod for https://www.speedrun.com/fire_department . For some reason the current series mod, who also is the guy that submitted the game on the leaderboards, made an IL run of Fire Department 1 but added Fire Department 2 on src, so right now his run is listed as a first level of FD2 even though it's not correct. A week ago the leaderboards for FD2 were all over the place but recently I've submitted a run and current game mod after verifying it also added me to a mod team, so I've cleaned up most of the mess (rules and categories matched the wrong version of the game,etc.). I'd like to complete my task by adding FD1 to the series and moving the questionable run to its proper place. I've asked current FD2 mod if he's okay with that and I got a green light - https://imgur.com/hzjZSSQ .
Well, the difference between alt-tabbing etc. and this skip is that you don't do it during the run but before it, so you don't interfere in the game directly. I know that a similar skip exists in GTA (can't remember which one though) but you have to disable the audio during the run, so it's forbidden there.
As I mentioned at the beginning of my new WR video, I've accidentally found a skip that forces the game to end all dialogues automatically almost about a second after they appear (in the fast forward mode). As you can see, textboxes in the top right corner disappear without clicking the checkmark button. To set up the skip before launching the game you have to disable all audio output devices in your system (turning the volume to 0 won't do the job).
It doesn't trigger every time though. You can check if it works by starting any of the campaign missions - if the mission intro text disappears immediately, it's ok. If it stops on the first line of the intro, you have to restart the game. The skip works in whole game and once it triggers, it works as long as you have the game on.
You have to play the game in total silence but it's a huge timesave, especially that it cuts all of the annoyance that comes with moving your mouse to that top right corner all the time, so in my opinion it's worth its' price.

I can say for a fact, that fast forwarding depends on two things: quality of your hardware and load of your PC. The difference between my best times offline and on stream in any% is one minute, which is quite big considering the duration of the run.
