Rule changes are finalized

porAfter getting feedback for the latest news post, I've decided to implement all the changes listed. So, to reiterate:
- The "126 Fame" category now requires you to finish the career track
- I've added milliseconds to the game. You can now submit your times with milliseconds (use https://somewes.com/frame-count/ for precise counting if you wish, i'll have to re-verify it anyway). HOWEVER, and this is important, you don't HAVE to submit with milliseconds. If you end up submitting into, say, any% with a time of 13:25, which is not close to tying WR or any other run, there's no specific need to add the milliseconds. The timer will then just be a 13:25, without the trailing zeroes. I did add milliseconds to each existing run, though, because i had to retime them anyway.
- Timer now starts on gaining control of the ship, after the initial black screen. I'm now even more certain it's a good change after going through all the submitted runs, because the timer discrepancy went between 1.5 and 3+ seconds for different runs. This should make it more even.
