Silo_Simon submitted a time that is 7:12 faster than my pb
I checked his video today for the first time after finding out you can skip cutscenes if you DO NOT have a fresh save file
so this means that he didn't use a fresh save file and skipped every cutscene in the game by using an already completed file (all victory bowser fights and unlocking bowser stage)
I calculated the time differences from our runs
My Run : 4:55:45

Which is 26 faster than Silo_Simon's time if you follow his weird ruleset of not having a fresh file and skip all cutscenes
The problem(s) with this is is that it is not a rule to start from a fresh save file and the rules are clearly defined in both the rules section and if you just watch the WRs. You can't just subtract time from an RTA run because you didn't understand the rules and didn't skip cutscenes. You can't just say "oh if I would have done this I would have WR". In the most respectful way possible: you didn't do that and you don't have WR. You can't say that the run would have went the same way if you didn't watch the cutscenes. If you want to skip the cutscenes, then don't start from a fresh file.
This is my take on it.
You're right in the sense that it isn't clearly defined in the rules. The thing is, when All Maps started being ran some months ago with a big race, everyone was starting from a NG+ file and was skipping cutscenes, so I didn't even know that you couldn't skip them when starting from a fresh file.
As for what to do now, I think it's fair to just be in one line with Mario Party 3, in which NG+ is allowed to skip cutscenes. I don't see any reason to not allow it here, especially since deleting your saves over and over again makes running Mini-Game Coaster a hell.
Unfortunately I can't subtract time from your RTA run, if you want to beat Simon you'll have to do another run.
I will clearly put in the rules that NG+ is allowed from now on.
