Mendoza SA+SA/SO Converted to Milliseconds

Hello again everyone!
Mendoza has been a contentious level because of it's dependence on hardware and fps, but we have decided to account for milliseconds since it reached a 10 way tie. The update to the individual leaderboard is live and I hope to someday see a 38 from one of you amazing runners!
