All levels are available in Free Play including DLC jobs.
The only items bought are the Prime Vista PRO and the Triple-Tip Nozzle so you don't have to worry about switching to new nozzles or extensions in Base Equipment. (Things like extensions and cosmetics do still have to be bought)
Copy the extracted file into the PowerWash Simulator SaveData folder, the file path should look like this:
C:\Users\UserName\AppData\LocalLow\FuturLab\PowerWash Simulator\SaveData\0
