Well, as I said, nowhere is it stated that it's not allowed. If you're locally hosting (map _ in console) it doesn't require sv_cheats. Nothing does.
I agree with Darkos, there's no way to use this command via a vote so it shouldn't be used, mainly for cross-platform continuity even though nobody in their right mind would choose to run on console. That would be like changing the updaterate/cmdrate, just because there's no rule against it doesn't mean it should be done.
