This game takes a while so breaks are almost needed without feeling drained is there a way I will be allowed to submit a run where two people switch off while playing?
No. You may take however many breaks you need. However, those will be included in the timing.
am i allowed to let them skip cut scenes and small things like that while i go to the bathroom or grab something
I mean DS3/DS4 is wireless and carries a pretty large distance...
Unless you're living in a mansion, your DS3/DS4 should hold signal. I mean, realistically it's like a couple minutes in a run that's more than half a day. Unless you're going for record, such miniscule time losses shouldn't be a concern, I would think.
In my runs I just willingly accept the time loss, as an example in those situations. I mean if they're helping you in the run somewhat... then it's basically a co-op run, isn't it?

Why not just have it be segmented? 18+ hours is not a reasonable thing to expect someone to do in one sitting. That's insane.
I mean, people have done 18+ hour runs in one sitting...
As Newby did with his P3 FES run, no one's expected to do the run without taking breaks and runners are allowed to take as many breaks as they want. However, those breaks will be added to your total time.
It's not segmented though because all the people who have actually done New Game runs wanted to do RTA, not segmented. Not to mention a lot of the segmented runs submitted would likely just be sub-par runs that aren't optimized and are simply viewed as "an RTA run with breaks", which isn't what the point of segmented is/was supposed to be.
I wanted segmented runs at first too. It sucks, I know, but those are the rules. I suggest you get a full day rest on the day prio to running, Bring food and water. The game has lots of long cut scenes as well. I tend to lie down during these times to get some small rest while mashing the X Button.
Checklist for Saturday:
- Printed pace notes (most important!!!)
- Sleep
- Water
- Light snacks (crackers)
- 14-hour window
