Download the file from https://drive.google.com/file/d/0B2Ld7P7_yjWgaG85OUNNYzNrWk0/view?usp=sharing And then put it in the Source Unpack/portal/resource/ui folder.
In case the download link is dead you can also get the file from http://pastebin.com/6yZgWgzw Paste the text into notepad and save the file as "BaseChat.res".
