Michigan, USAI wont be able to do it at that time. The earliest I would be able to do it is possibly noon EST but more likely 1 EST. Which is the same time as Washington DC.
That question came up when I did my run of the category. We decided that it was in the rules to do it. The only thing you are doing is restarting a mission you had already started. The argument was brought up that would it be against the rules to restart the mission if you were going to fail it since it is technically the same thing. So I used that strat in my run since you are already in the mission and not actually "mission warping".
Either day works pretty well for me. Just depends on the weekend.

That Wiggum escape strat works for me every single time.
This is a strat I came up with for the armored truck. It is pretty hard to pull off and a lot of RNG is involved. He likes to get himself unstuck if you don't get him between the stairs and the railing. I only have been able to do it good like 3 times and I have tried it ALOT.
I cannot do it during the first block on Wednesday because I have a game that night but the second block on Friday (Thursday for me) I am definitely able to do.
Monday, June 16th at 12pm EST is the date we have finally set!
I am going on Holiday that weekend of June 21st so I can't do it that weekend but I will be able to go anytime on the 14th.

The only problem I see is that it would have to start at 5PM or 6PM eastern time at the earliest which is 10 or 11 where you guys are.
I think either of those days should work for me.
