Alright, considering I'm one of the people in charge that will never ever reply, I'll give some personal insides on the categories.

A lot of times when people ask for categories, to make them easier, those people DON'T end up playing the game at all. Just a thought of a glitchless category is appealing to them, but actually playing is a different thing. Something we already experienced few years back with a "C3 Any% NMG" (not to be confused with No OOB).

Seeing the claims that World Record is the most important thing tells me a lot about your goals, not about actually playing and improving at the game, but just having an easy way getting a top time. I would love more runners, but as it stands, and my apologies if that may sound harsh, if you just have eyes on World Record, I don't think you care that much about the game itself.
Those two responses are more for the people that think about starting out with the game, but don't for one reason or another. My general response is, just go for it, as Buggle said, don't let the boards stop you. If you focus on the goal of "I want a World Record", it won't do well for you. And again, it sounds harsh, but I've seen a lot for the last 9 years since I started speedrunning. It's best to show "I care about the game.", instead of "I will care about the game once X, Y and Z is done.", because good part of people don't follow up on their promises unfortunately.
The third response is more for the runners of the game that played the game for a while now.
- While I do understand not agreeing with the filter, claiming the we ignore the issue implies that there was an issue that we might just not be aware about. Ever since the split, I didn't really see or was told about the further thoughts on the matter, except by buggle once or twice, back when he was a verifier, as well as this thread. Which, I will apologize for ignoring, as I imagine the whole mod team is more likely to check the discord server than the forums on the site, as evident. Four of us are also busy with our lives, so checking the forums was unfortunately not the highest priority. But it's still only 2 months, the rest I was not told about anything and wasn't mentioned in the server. I was simply not Aware™ about the amount of people having the issues with the way things are.
Both No OOB for Crash 3 and NMG for Crash 1 can be re-evaluated. We're only closing in on one year of the filter being made, so the changes can always be made and re-evaluated by the mod team.
Don't also think of us being malicious on purpose, the mod team might just have a different thought proccess when it comes to the reasoning.
After all, Any% NMG IS proving to be ran quite frequently, something that didn't quite happen at all with C3 Any% NMG and, while C3 No OOB is doing okay, C1 Any% NMG is doing miles better.
Also, it's not like our stance will always be the same. My takes on speedrunning in general change all the time. There's a lot of stuff I'd have a different stance on right now than, say, 5 years ago.
Sorry if I sound harsh, but I also want the best for the game. And I won't always make the right choices. No one does.

1, 2 and 7) I do think this work both ways, there are certainly people that think "I can't do this trick, I can't compete properly" and stop running the game, but I do agree that you can run the game however you want and it'd allow for them to chase "free wr". Also I think it's important to point out that the initial idea a year ago was banning the trick as a whole (which resulted in All TT boards) and came back only recently again so a filter was proposed.
3 and 4) Don't have anything for that really.

It wouldn't be a problem to add it to every category with TA, but Any% NMG is the most contested so people naturally would care about that the most.

All TT boards was made to be "more accessible", but I'd have to disagree on the Emu Boards, we already had Console/VC split way before that and with the emu rules change for PS1 Crash games, it was a good opportunity to add Emu to that split (it has NOTHING to do with the filter situation, but I wanted to put it out here).
All in all, personally, I don't care whether the filter is there or not (I'm in the camp of "play however you want", but also more info about the run that is not new boards is nice).
I don't get the mod circle jerk point though, mods didn't just go and do it, Hypno made a poll, admittedly me and Natty (neither of which are mods for this game) thought people were generally not against the idea (there weren't really disagreements before Hypno asked about it, just here from Volcarona so that's why we thought that).
Skipless probably wasn't brought up because it's already on CE boards and no one thought "Hey, what if we made that a main category instead" which I think is not a bad idea.

As a former runner of the game, I'd like to give my 2 cents while I decided to check out what's happening here.
I think the best approach would be Jumpy's suggestion of adding variables for both Climbless in Spyro 2 and Rocket Storage in Spyro 3 if people really wanted that. I don't think splitting the categories is necessary as I don't think the glitches are major, and while waiting 90 minutes can be annoying, the climbless route technically is possible without the glitch (as it's been done on console multiple times and I got it like once on PC before) and with the new strats being developed with it, you'd need to wait that time regardless of route you've chosen. As for Spyro 3, I don't have much to say as I never ran any% of that game in any capacity.
I believe that in SRT 3, in Sparx levels, you deal more damage to bosses while charging them the higher your FPS is, being one of the major reasons the FPS was capped in the first place back when game came out on PC. Other than that though (and the wrong warp mentionted here), I do not believe there are other benefits for uncapped FPS (and more problems, like sliding on the floor and potentially cycles)
You can turn on global hotkey in livesplit settings allowing you to control it while being in-game (if that's what the issue is)

http://prntscr.com/kebi69 Did you check if that option is checked? Didn't have that problem but I better ask if you have that checked or something. As for livesplit, the window is frozen until you press "Update Preview" so unless pressing it doesn't work then it should be fine
Also you need to force v-sync off outside game (And I'm not sure if it's basically possible to force it off that way for every game)
PC version isn't capped at the level of console version (we'd have to cap PC to 30 fps in that case), it is capped because developers/porting team(?) decided that it should be capped to 60 fps and as Riko said, you just ignore our reasoning
"OP has a fair point." tbh. I don't see any point made, this is also movement tech that you can do by accident and then your run would have to be rejected, banning glitches just isn't good idea.
