As of right now, we have defined anything beyond the Champion (Feng Lei) as postgame content. "Any%" doesn't imply the very end of the game, typically in Pokémon speedruns it's defined as getting to the credits, which in many cases, including this hack, involves beating the E4 and Champion.
Perhaps someone will route the post-Champion content in the future.
Yep, this and the fact that there is likely a large difference in emulator performance between mobile devices, whereas mGBA runs almost nearly identically between different PCs. Therefore even runs on mobile wouldn't be comparable to each other.
Seconding Hunar. In order for runs to be comparable to one another, they need to be completed under pretty much identical conditions. We are matching the same ruleset as the main series (e.g. Emerald, Ruby/Sapphire) and that requires runs to be completed on mGBA.
I apologize, but we can make no exceptions to allowing other emulators (including mobile) to the leaderboards.

Hi, I assume you are talking about the "Latest Runs" at the bottom of the page? If so, there's nothing we can do about that, since that list shows the latest runs submitted to any game within this series. Many games in this series are inactive, unlike for example the main series for Pokémon. It just so happens that most of the runs submitted nowadays (and that are featured in "Latest Runs") are FRLG+, Pokeclicker or Black & Blue since those are games people are interested in and/or actively running. We also can't do anything about Twitch versus YouTube results either.
I don't play Blue NSC (sorry) but I can answer the BGB question. You need to tick the 'configure extra buttons' box in the Joypad section of the options (after right-clicking in the emulator window). You then configure keyboard/controller and the extra buttons will be able to be mapped, including one for 'reset GB.'
