no. this has already been suggested and rejected.
If people start doing IL low% runs and make it popular first, they'll probably consider the ideia, but you gotta make it happen... (Other thing, why call it low% and not small% cause low reminds getting the lowest percentage of completion, and small is self-explanatory for no power-ups, maybe No Power-ups?)
because yoshi is banned as well and yoshi is not a powerup so the term "no powerups" would be inaccurate
That dose seem like a good idea, that would be realy cool it would make it so you don't need penguin or prop strats to get ils

Also, YOU DON’T NEED A SPECIFIC CATEGORY TO DO THIS. You can run ILs and IWs low%, then submit them to the main boards.
