so you need to get a blue shell, then drift past the finish, shoot the shell as you cross and get hit while falling off?
yup that should give you enough height to reach the out of bounds zone where lakitu will pick you up ad drop you off at the top as shown on the vid
The waluigi skip is executed by running into the turn under the last "zipper" and then fly up to the same height as the jump, before you fall into that jump's "out of bound" area and get teleported up. And it saves you roughly 1,2 or 3 seconds i think
