Developer Console Usage Clarification

We've updated the Keybinds/Commands section of the rules to be (hopefully) clearer about what "tricks that require the developer console" means. We believed that the way it was worded previously was contradictory with some commands present in the whitelist, which could lead to some confusion. No rule is meant to be altered by the updated wording.
Minor rule changes/clarifications
Hey everyone, some minor changes to the rules - solely to clarify things/change wording, no rules actually "changed" (at least not in any way that will be relevant to 99.9% of people):
- The linked guide for demo recording is now in a new location on the internet ( 👀 ) and was reworked to hope
