You can be much faster in the 1st part, but after that i couldn't find any better opportunity to kill Reza. Wanted to do it with school start, going through the first floor, throwing 2 bombs, getting to the well area at 1:18, and it's still bad because Claus is surrounded by people and panic buttons are too deep inside. Could try shooting a guard from outside.
