To answer your question about the timer, it's not purely a load remover. It reads an in-game timer value (e.g., this is also why it slows down for the slow motion after killing some bosses or completing some objectives).

I see that the timer uses the hidden IGT which is slower than real time, and the correction of the time discrepancy isn't done in AC6.
That's OK as long as it's fair.
Yes, my understanding is that any slowdown which occurs should be fair for all players.
