Slight changes to the rules
This is the last change to the rules for the foreseeable future.
100% category now has the same starting and stopping conditions as the remaining categories. The autosplitter still doesn't support the category, however.
Runs that cannot have an autosplitter (non-PC runs and 100%) will no longer be
