Sorry for responding to this very late but yes, drifting does increase your speed. It is especially important to note that drifting in the grass can actually prevent the off road speed loss you normally would get. Jump pads are usually not favorable because you will lose your speed from the red monitor or invincibility from blue monitor, and is just generally harder to drift after. As for the spinouts it just takes practice to get familiar with the timing. running into things and drifting after using a spring can sometimes make an odd reaction with drifting, but usually you can tell by watching the sprites or using audio queues to tell if you are drifting too long.
