Hello, there have been a few threads about making cities into categories and all times it's been rejected so I decided to make a google doc for those who want it.

The first page of the doc has the rules and a link to a form that you submit to.
So far there have been 3 submissions for SF, I've said that if this became popular I would allow someone else to take over for me. So for now, it's just me running this and I'll check it every day at least once.
It's probably best to bookmark the link above to avoid coming to this thread every time you want to submit.

Do it how SRL races work which I think is:
LS: Start game - The Green Sabre mission passed message pop up Badlands: Badlands missions start - Are you going to San Fierro mission passed message pop up SF: Wear Flowers in your Hair mission start - Monster mission start LV: Monster mission start - A home in the Hills mission passed message pop up RtLS: Vertical Bird mission start - End of the Line end (meaning when the firetruck crashes in grove street triggering the final cutscene, no point sitting through the credits)
If everyone is fine with these rules, I'll add them to the first sheet on the google lb.

You make it sound like everyone is so heartless, I'll say what I always say, run it if you want. It doesn't need to be a category on this LB for you to run it, you could use SRL as a LB if you race it enough, you could make a google sheet as a LB, it's really not hard.
I think an issue with wanting end of game LB stuff is do you use a save? Does everyone have to use the same save? Do you play from the start of the game and just race to get all the gang territories? All the categories currently on the LB all start from the beginning of the game.
I guess both can be answered using my old PB, chainsaw strats on lance are simply enough, the way I set it up is during the waiting period I equip the grenades so when I scroll up the next weapon will be the chainsaw. I run past lance, quickly scroll up, hold mouse button and just walk into lance until he dies.
When the lance cutscene finishes, you have a minute to kill lance and get back to the top of the stairs. What I do is after I kill lance, I shoot the guys who spawn with lance and then move to the right of the door at the top of the stairs. Equip the M60 and right click and just shoot the guys as they come towards you. This is the safest set up for sonny spawn that I know of, I have yet to fail doing this.

I can't say what happened because when I tried doing what you did, it just crashed the game. The speed bonus is unrelated. Guessing you're playing on emulator, it's not the most accurate thing in the world.
I vote no because you can still get 100% by skipping missions. This is a speedrun after all and if this is the fastest way of getting 100%, it shouldn't be banned. If you want my opinion, 100% should have 2 categories, no mission skip and with mission skips. You have it with any% so why not 100%?

This includes the software "BINGO_5.exe", files for GTA3 and VC.
It's easy to use as well, just open the software and input a file name and seed.

It seems like interest in having an "old any%" as a category as died out, even the races that were happening quickly died out and people have moved onto all missions or just stopped running the game. I counted every ones votes just for the sake of it.

Don't think of this as the end result, I'm just pointing out that any% seem really dead now (new and old route). I'd be more than happy to see people running the JP route (MH's 53:01 for reference), post-Bastant route (Fil's 57:48 for reference) and pre-Bastant route (Ractrot's 1:26:25 for reference).
I don't think this has been found but during an all missions run today I was able to walk during the "asset complete" cutscene and grab a package.
Making the thread so people can note down all possible packages that can be collected during these cutscenes.
