Perhaps I'm daft, but is there an actual way to start a new save? Or do we just have to delete the save file or something?
I've made an autosplitter, load time remover and time 'starter' for the game - most useful for All Levels as it will automatically split when a loading screen starts, but less useful for tutorial% and any%, given that they only involve a single 'split' that will not be performed by the autosplitter.
The load time remover is the most useful part, but has an approximate 30 millisecond margin of error. That could be corrected by having the timer start upon loading into the level rather than beginning when loading starts, as the automatic time starter is triggered by loading as well, but is just instantly paused which incurs the small amount of error.
This can be accessed by right-clicking on the Livesplit UI, pressing 'edit splits' , then typing/selecting "Bad Rats: The Rats' Revenge". Then just press Activate - should say something like "autosplitter by klemmy1". The automatic splitter and starter may be turned off independently in Settings. The final thing needed is to have your livesplit timer set to Game time rather than Real time, or to have both showing by mucking around in 'edit layout' when you right click in Livesplit.

So there's a console in bad rats that can be opened by pressing 'insert' (at least on my keyboard). Haven't found any commands that work in it, BUT if the console is open when loading a new level - be that from the main menu to level 1, or from level 1 to level 2, etc... it will actually load the level you were originally on, but the game seems to think you actually moved on to the next level.
Resultantly, it appears that you can basically play the first level for every level in an All Levels run, which would obviously be stupid (but faster!). So I guess we just don't do that/disallow the console thing, or even relegate this to its own category.
By default consoles are generally banned in the first place, but as this doesn't actually involve using the console, just having it open, I thought it was worth bringing up.
