While it is not required it definitely makes it a bit easier as far as getting your run approved. It of course depends on whatever game you are running. I have never stated a timer is required to be on screen but it is a lot easier for viewers so I don't have to do as much work to get your run approved. So you might see it approved faster.
I am working on Tron 2.0 because there is no runs of it and it is a sick FPS game with high octane thrills and chills. That and I can be the the Tron guy.
For less popular games being able to submit a run instantly is a good motivator. As mentioned you can always go back and remove it. I agree with Drakodan. On Fairly Oddparents I only require a video for a top 3 time (the game only has a few runners).
Making it really hard to get verified will put people off that game.
Exactly as znst said. It would be NG+. Whether NewGame+ should be allowed to do it is prob up to the mods.
My question is why can't it be ran in normal any%? I don't do the foundry cutscene skip but I don't believe that there is a reason to have Any% No Foundry Cutscene Skip. Not trying to just shoot down your idea just trying to get a good explanation on why. (I also of course don't have any authority on this)
Make sure you have your comparison on in-game time. If it is set for real time then it would not have a time to display. Also make sure you are not comparing against different splits.

Everyone who talks to me already knows but I really wish more people would run Tron:Evolution: http://www.speedrun.com/tronevolution I have routed the entire game and found a ton of tricks a long the way. My end goal is to one day get the game to sub 1hour. I feel with more people it could lead to more things being found. Just yesterday I found a new out of bounds purely off of something I never tried and it saved an entire minute. The game is easy to learn but has tons of room for improvement.
Are you on the new patch? Some others have had some problems on the latest patch.
Isn't there a sandbox mode for you to enable with testing code on PayPal?
The tutorial is not going to help unless they are trying to remake it for the game you are doing the tutorial on. As mentioned it is different for every game. The process will also differ depending on how difficult the game is being.

I missed this but just for future reference and if the time gets lower, I typically look at the top 3 runs. If you are taking top 3 you need to provide proof of it. With smaller games it is best to be accepting of most runs which is why if it is under I am not strict about it. Just provide the best proof you can. TBH it shouldn't be too hard when every computer is getting baked with recording software and most are on emu.
