Skins: The appearance of Tommy can be altered or changed by editing inside a paint program a skin file. Skin files need to be 24 bit un-compressed bitmaps of size 256 * 256. An example file is provided in your "SKINS" directory called "TEXTURE_GUIDE.JPG". When applied, the skins will only affect Tommy's street outfit, and only in-game, not in cut-scenes.
MP3 Radio Station files: We have provided the ability to play the users own music files instead of the Radio Stations. Simply place your MP3 files into your "Grand Theft Auto Vice City/MP3" directory, and then use the "change station" key to cycle to the MP3 radio station. As most of you may already know, Anti was suspected of cheating in his VC runs since late August 28th 2017. On August 8th 2018, it was decided to held a private discussion to call him out and require him to present proof that the evidence against him were false or to make a confession.

Once he confessed, he was unmodded from GTA III, VC, SA and VCS and all his cheated VC runs have been removed for the leaderboards, here's the list of all the cheated non-IL runs: Any% - 8:26 No SSU - 50:54 - 51:02 - 51:19 AM - 2:11:16 - 2:11:36 - 2:14:05 - 2:16:42 100% - 4:45:53 - 4:50:36 - 5:07:35 - 5:09:31 - 5:19:37 Packages - 29:09 Robberies - 6:43 USJs -28:07 - 40:49
Then VC mods as well as III and VCS mods (games where anti had runs) held a discussion and decided on a ruling which is the following:

Every legit runs (not cheated) will stay on the leaderboards (all of his GTA III and VCS runs as well as all VC runs prior to August 28th 2017)

Anti will be suspended for 1 year from submitting runs for the leaderboard on speedrun.com in any games of the Grand Theft Auto series (game list on https://www.speedrun.com/gta), suspension starting on August 9th 2018 and ending on August 8th 2019 included
The difference between external frame limiters and having software use your cpu/gpu is that one of them hacks the game rendering in the GPU driver and the other doesn't
I've just found out about this thread, I'm not home so i can't make videos My opinion on this is that you should be able to toggle frame limiter on/off during runs BUT not use external software to limit it to XXXfps
the mission is passed 1s after the cutscene

if it is possible to use it as it is being used in runs if I just buy the game and start the run then keep it as a variable otherwise it's NG+ so ban (or restrict is use as how it would be on a fresh account)

Super Mods don't have any extra power than appointing and removing regular mods
Another thing I'll say is that getting a moderator status ISN'T a reward about how good of a runner (or a person) you are but that you are trusted enough to moderate and maintain an accurate board and rye has proven over the years (and especially by organizing this year's marathon) his trustworthiness on serious matters despite his often trolley personality

Regarding the android version, the one i have is up-to-date (2.2 from july 2016) I have 2 obb files a main one and a patch one, both have the same main.scm
