Is using a Super Mairo All-Stars + Super Mario World Cartridge ok? or banned?

Hi, so I'm have one quick question, is it possible for me to force the game into low quality before starting a run, since like my computer is pretty bad.

(Also yes in the title i misspelled quality and that's gonna bother me til the end of time)

I have a small question about emulators. So since I run with a emulator and used a keyboard for my previous run, am I allowed to use a Controller too? (To be specific a pro controller?)

Umm, can someone here please explain why emulators are banned?

I don't understand how timing works at all. So I use citra because I just prefer using a keyboard over a circle pad. I used livespilt, in the exact same pace as the WR is super mario challenge 1-1 and I'm already at 11 seconds. How does timing work? Does it use the in game timer? If so, why not use more accurate timing like livespilt?

So how does the run end in the SMB Remake? Is it the frame you touch the axe? Is it the frame you enter the pipe?

Can I include custom graphics for the Characters (not costumes just a graphic change)? I know thats completely useless but I just want to make sure
