I was wanting to see if the use of USB Loader would classify as emulation?

My wii drive was recently unresponsive when inserting a game, but I'm double checking before I record and submit a run.

It’s considered emulation, as it skips disk reading and can boost certain speeds of the game, as the data is in one place rather than being constantly loaded cached and unloaded.

Typically most runs we get we believe to be in good faith with using the disk, however if we found someone abusing the system, it would not end well.
