Technically it would/should be allowed. I understand why you and others might see it as weird/wrong to use that level entrance but after all he did enter the course coming from a different level, it was no warp within the course the star is in, so basically a secondary level entrance which are allowed.

Also looking at the "General Rules" (http://www.speedrun.com/sm64romhacks/thread/3hc4i), furthermore rule §2.7.2 it's said there as well, these kinds of level entrances are allowed to be used, by default. The run could still be taken down if an actual discussion starts which gets to the point that it's seen as smart to reject it as an individual decision for that case which I personally wouldn't mind at all but for now it does count as valid.
