I believe so, but not positive about top 10 runs, if someone knows about that correct me if I'm wrong. Settings should just be native and 60hz I think.
Emu is totally fine, though obviously people have a natural preference to get more "legit" runs in the top 10. Generally though, it's completely allowed.
