Hello! I'm glad to see interest about Mahjong! As you said, there is some rule variation depending of the country. For this game, we play the riichi (Japanese) version. I don't consider myself as a expert or experienced player, I am more like at an intermediate level. But, the best advice I could give is to start slowly but surely. Like understanding the tiles, the hand setup to get a winning hand with suit and triplet. Some call like riichi, pon, chii, kan, etc. And learning some Yaku along the way.
