So How Does One Steer The Penguins!?

BTW I Know The Way Of Completing The Boss Fight Is To Rotate The Thing And Control The Penguins Into The 4 "Lazar`s" In Front Of You!

That's exactly how you beat the boss. You turn the paddle and that controls the angle the penguins bounce off at. They then walk and explode the silver objects around the room. Once all four are destroyed it triggers the next phase.

No, there is positioning you can do to make it basically 100% consistent. A side note though, the boss battle is FPS dependent and won't work properly if you're running at lower than 30FPS. It's a problem I ran into when trying to run the game and record on my old laptop.
