Greetings, I'd like to start a run in All Capital Cities +Black Sea category, but I'm completely stuck when it comes to a few factors. Would anyone mind answering the questions, please?

1. What exactly does "last text box" mean when starting?
2. Is it against the rules to use Quick Jobs?
3. In some cases deliveries can be started from undiscovered cities, is that allowed?
4. Is the time measured using IGT or RTA? Please reply soon!

they are using RTA time in All Capital Cities No DLC category, so i suppose its RTA in all others under "All Capital Cities" there as well.

Using quick jobs would be teleporting around the map as if you were warping to garages, so no you wouldnt be able to do that, you need to stay in one truck for the whole thing

1. What exactly does "last text box" mean when starting? The last text confirmation box after you start your new profile, before you enter your first truck. However I have changes this to be when you start moving, to allow for control configuration to be done since it's a long run where the defaults might be aggravating.
2. Is it against the rules to use Quick Jobs? You always start the game with a Quick Job, and so far as I'm aware no version of the game lets you abandon your first delivery. It has not been clarified as such, but I would expect we will clarify that this delivery cannot be completed, either.
3. In some cases deliveries can be started from undiscovered cities, is that allowed? I've not done Quick Jobs for a long time and haven't investigated this possibility. But I would be very surprised if even if we do allow completing your initial delivery, that you could exploit this and discover all Capitals using this method. If you were to do a run like this, I'd be tempted to split the board somehow - or apply for category extensions. Or just allow that method - it's already a cheesy category with using your first delivery to warp back to your original city.
4. Is the time measured using IGT or RTA? Currently only RTA times have been run. If someone wanted to do an IGT run, we could add the extra variable for this. It would be a very long category though.

Thanks a lot! Also, Russia and Turkey don't have their capitals. Should I just ignore them, or go for the largest cities (Petersburg, Istanbul)?

If I understand correctly, if the country's capital isn't in the game, you simply skip the country
