MOLOTOK is too OP.
Shoot the first two Skulls to remove their armor; Wait until they start to draw their weapons; Shoot them mid animation - moving slightly to the left - to drawn out the other two Skulls right on top of the other two; Wait for a second or so for all of the Skulls to get in position and shoot all four of them; Shoot the remaining two Skulls and GGs.
