I searched the Internet for this and found information on the Minecraft fandom that from version 1.20.2 the ice speed tick was changed to 0. This tick was previously set to probably -1, but due to an error that water froze on ice bioms. under any circumstances, mojang changed the ice tick to 0 to fix this, while also changing the ice speed. In the world settings before it is created (gamerule settings), you can change the value of the ice speed tick to a smaller one and you will start running faster on ice.
