Yeah, the traffic sucks in U1. Btw, make sure to NOT use 1.1 version and always show your framerate on screen. We have discovered that even if you lock 1.1 version to 60fps, it still runs faster than other versions, so we decided to ban it. The main reason is that we don't want to use any 3rd party tools to affect how the game runs.
Also, have you considered using DS? I think it might be faster in later events.

TheVoid's run is segmented, not RTA, so it should not be on the same leaderboard as other runs.
Does it like happen regularly? Does it happen in other games as well? I had the same issue in other games (very rarely, like once a year), but never in Q3. The only problem I had in Q3 with mouse were double inputs on my Razer Deathadder, which I solved by lowering USB poll frequency to 500Hz. Most likely not game related.
Probably not a good idea to create class categories. Only fastest time with any car/bike should matter imo.

Make sure to add at least 2 values and tick "Set default for all runs without a value".

Stock category is in my opinion completely fine. Its like NOS/No NOS in MW/Carbon or Arcade/Simulation/Wild in NFSII
It's exactly same as on other NFS leaderboards. Forward/backward are subcategories. The main page of ILs on speedrun.com only displays the default subcategory, which is Forward. What you propose would make it easier to see Backward category for this particular game, but I'd personally like if all leaderboards look the same.
No, you must not play at 30fps at all.
Added new rules for FPS that MUST be 60fps due to 1.1 version (if you have for example 30fps, the game runs 2x slower than normally, which can give you advantage in IL runs. If you have more than 60fps, the game runs faster). This only affects future runs.
I've decided to add it after seeing Archa4's drag run which most likely used 30fps for the start (the run was rejected due to other reasons though)
Just make sure you follow the rules for individual tracks EXACTLY.
Specifically this one: -Make sure you show the performance parts screen. If you play on PC, YOU MUST USE YOUR MOUSE to scroll through every screen, including the loading screen.
Just create a subcategory for emulators like we did for Driver 1
