Marty is probably the best character here, due to his Perfect Combo's stats being nearly identical to Liz's Perfect Combo, with the advantage of a small boost handling, which is best for tracks like these. (BTW 10.8X is extremely difficult)
The timer appears to be dependent on deciseconds, so maybe it just chooses a random number for the centisecond.
Garfield and Arlene are also usable, since they have the same base stats (and might be better due to their smaller bodies).
Harry's Perfect Combo has slightly better handling then Liz (Unless stats are going over then what can be displayed). This might be a bit useful in Time-Trials, but is less useful than Liz in Grand Prix, due to him lacking the broken ability to have a max of 8 springs at once.
Odie+Muck-Madness+Stained Spoiler and its stats show that he has better speed, slightly worse handling, and very little loss in acceleration compared to Liz. I don't know how much a tiny loss of acceleration matters.
I'm pretty sure Ultra is possible in this track, though I've only experienced in Grand Prix with springs, and either way only once (see Pizza Cup PB), peformed incorrectly and you lose time.
Glitch doesn't slow down the kart, but is incredibly difficult to perform correctly, from hitting the clip correctly, to narrowly dodging the invisible wall. Not yet sure if it even saves time, though it puts the player closer to the UFO.
