The rules say that the timer only resumes after the first movement, so I'm wondering if I can look around, without moving my character and still have that count as a load time (not counting boss loads).

That's perfectly fine and is covered in the rules under timing: "Timing w/o loads will be paused on the first frame of the loading screen and will resume on the first movement." You can look around as much as you want before moving and the timer will only resume on the first movement from spawn.
