So no matter how hard I tried it seems the method Freezard used in his Brutal run does not work anymore which was disappointing. So this is the next best method. Killing the car because the people are a little bit faster and load into the ship quicker and the turrets can be obstacles so they have to go to. The rest is managing the amount of people you need and waiting for the timers to run.

And Traditional Chinese (繁體中文 in SC2s menue) should be the fastest languague in this one saving half a second at the end.

Although I do not know if other speeches block mission progress but it should overall still be the fastest for this mission.
