As the title says. Is pausing the game & the timer allowed for runs, or does it have to be nonstop?

Almost all speedruns are ”non-stop”, including this game. So no, you can’t stop the timer. If you do, moderator will just retime the run from beginning to end.

Games that use in-game time are an exception. For example in Celeste you can stop between levels.
