UPDATE 10th November 2024:
Regarding to the FPS rule, the leaderboard has been split to allow both capped and uncapped runs. Capped runs have been copied into Uncapped, and any old runs that either had no capped FPS or FPS display had been moved into Uncapped.
Capped FPS will require FPS display and max limit of 60, while uncapped will not need FPS display and no upper limit. Runs will still have a lower cap of 50 FPS due to physics heavily changing, and any runs under that threshold will be rejected on both categories.

FPS Rule
It was discovered recently that high FPS yields faster movement and dashing speeds than lower FPS through some tests, and a vote was held in the [community discord] in that regard. It was decided that from now on, full game runs will have a high FPS cap of 60 FPS. Any runs submitted from today onward (21th Oct 2024), that don't follow this rule, will be rejected. Runs submitted / accepted up till now at higher FPS than 60 might be held with scrutiny for top runs, in case any issues arise in the future. The low FPS limit is still 50.

Both of these rulings will not affect ILs for now.
Timing Changes
In the other hand, there were some changes and additions to the Autosplitter recently (thanks to suntzu) which helps with certain boss splits, specifically with Eigong split.
In order to make the timing consistent with the Eigong autosplit (and for less things to worry on the run's end) the timing end will be delayed slightly after Eigong is killed, up to when the save icon shows up and the cutscene starts. All existing runs will be retimed to match this change.
