Do you have to play on the recommended version or is any allowed second do you need to have a timervisible while you run?

You are not forced to run on 1.1.30 but it is highly recommended for any% considering that the vendor glitch is a major part of the route. If you are doing glitchless then it is not a big deal. The timer must be visible if you want to submit your run with in game time. The timer also acts as the load remover. If you don’t use a load remover then the run will be timed based on the length of the video.

Is there anyway to get down to 1.1.30 on console?

On console you would need to get a physical copy of fallout 4 from around the release date of fallout 4 and disable auto updates
