put "fps_max 99.5" in console then try to play tour of duty maps.

It's working for me 100%. So I suppose it might work for all of you as well. If its working for you please let us know by answering.

I did it and had 1 dead bot on dust2, 1 dead bot on airstrip and 1 dead bot on militia.
