Yeah reset the game. Both soft and and resets are fine.
The game shows centiseconds, why not include them? Maybe there's some weird reason for that, but it isn't explained anywhere.
The top run is completely unverifiable because there's no video.
Did you make sure you're running the NTSC/US version and not PAL/EUR? Might be a stupid question, but it happens.

Maybe it runs at different speeds on different computers (which is obviously really, really bad)? Some sort of clear comparison would be nice, but it's hard to find places that are identical in different runs. The autoscroller with large tables maybe?
I didn't know there was a TAS. The emulation is so bad :( I haven't used other difficulties because it requires accessing a hidden menu (although the rules don't mention anything about it).
I don't think there are many people that can give advice ;D You can get better just by playing other courses as well and then coming back to the Beginner course.

You can request a new game, leaderboards stay cleaner and are more easily customizable when they're separate. There are no series mods currently, so we can't create that, unfortunately.
Vanilla mode without any additional movement options will probably be added. For runs with the spindash and dropdash, a new page is a likely option. If you have a run, just submit it and mention the platform in the comment section. Or visit the Sonic discord.
We're just slow at deciding things when there's no hurry.

If you have done a run, just request a new game, Or you can ask Kusanagi (series mod) to add one.
It's perfectly fine to have a leaderboard with just one runner.

The rules might need a little bit updating. They still mention the Genesis version etc.
I'm also wondering why certain versions are excluded/banned/not recommended. Speedrunners typically want to use whatever the fastest version is, and banning an official version is never a good thing. If some exotic version is significantly faster than the others and it bothers someone, it can be listed as a sub-category instead of using some other method like level leaderboards. This was probably mentioned in some other thread.
Adding more options for submitting runs would also be welcome (such as Difficulty, Version).
Those inactive series mods are also moderators of pretty much every SF game.
Btw, you can do the same trick even on the mobile port.
