Are the existing 100 Lines and 300k categories NTSC only? If i have a faster time in PAL for say 100 Lines or 300k can i submit it in those categories, or can i only submit it in the PAL area?

http://www.celestegame.com/changelog.html I noticed it will cut quite a bit of time off Chapter 7 because the flying-madeline sequences stop the timer now.

In the future what is happening if there are patches that significantly (e.g. 5-10 seconds) affect time?
