As i dont have a capture card, can I capture a run by filming my monitor with a camera?

I would say as long as a timer is visible to some extent, it should be fine

Recording your run with a webcam or camera is all good as long as the quality is good enough that it is verifiable for the leaderboard. There are no rules stating that timers are required.
