Updated timer rules

After discussing the issue with the other mods and runners, we have decided that for consistency's sake the timing rules for IL runs and easy/hard% will be modified to match that of any%. Timer starts when you select a track, right on that button press. This will allow runners to be consistent with the starting of their timers (and not relying on a sound cue from a game running at 7fps), as well as allowing for more accurate verification of runs. If you have any questions/concerns, feel free to ask away! The forum works, or you can say something in the Discord server. We hope that this change will result in a more competitive and fun running experience!

PSA for those whose runtimes have been changed on July 29th, 2020 as a result of the rule change mentioned above:

Using thegoodjakeward's track 2 wr run as a base, I went ahead and calculated the length of the in-game countdown, the discrepancy between the old and new rules. His video was recorded at 30fps, and by advancing the video frame-by-frame I found that the difference between the button press that selects the track and the frame the race starts was exactly 109 frames. Divide 109 frames by 30 fps and you get 3.634 seconds. Using this number and accounting for any loading time discrepancies, the runs which did not account for the new rules have been all incremented by 3.6 seconds. This is noted in the run info for each particular run, signed by the mod who performed the adjustment. Any additional corrections will be noted as well if anything really glaringly off is noticed, so don't fret.

I know this is a bit of a text wall, but we do this in an effort to be completely fair and transparent. That being said, good luck with your runs!
