Being able to clear the basement first gets rid of some backtracking and generally makes moving through the house part of the level easier. The biggest advantage is making the arrest. Simply walk past him, clear his guards, then get on the other side of him so he walks further into the house instead of towards the basement door.
No hostages, so leveled = 3 star as long as the player doesn't die.
